Statement by Ambassador Wang Min
at the 54th Session of the Commission for Social Development under the Priority Theme
主席先生：
Mr. Chairman,
首先，请允许我祝贺你当选本届会议主席。相信在你的领导下，本届会议将取得圆满成功。
At the outset, please allow me to congratulate you on your election as Chairman of this session. I am convinced that you will guide the work of this session to a complete success.
今年是落实2030年可持续发展议程的第一年。如何更好落实可持续发展议程，推动全球社会发展事业迈上新台阶，是摆在各国政府面前的重要任务。本次会议将“反思和加强当代世界的社会发展”列为优先主题，具有重要意义。中方感谢联合国秘书长在该议题下提交的报告，肯定报告关于社会发展在可持续发展议程中重要地位和作用的论述。
This year is the first year in the implementation of the 2030 Agenda for Sustainable Development. National governments have now the important task of effectively implementing the 2030 Agenda and taking the global social development to new heights. It is highly relevant that this session has set as its priority theme "rethinking and strengthening social development in the contemporary world". China thanks the Secretary General for the report submitted under this item and endorses the argument contained therein about the important position and role of social development in the Agenda for Sustainable Development.

Mr. Chairman,
好的开始是成功的一半。各国应抓住机遇，着眼长远，全面把握2030年议程的主旨和内涵，制定符合本国国情的落实工作任务书、时间表和路线图。中方愿就此发表以下看法：
A good beginning is half way to success. Countries should seize the opportunity, focus on the long-tern, fully grasp the main thrust and contents of the 2030 Agenda, and formulate their implementation programs, timetables and roadmaps based on their specific conditions. In this connection, China wishes to make the following observations:
第一、应平衡推进社会发展三大核心目标工作。减贫、社会融合和充分就业是社会发展三大核心目标，已在2030年议程中得到充分体现。各国应综合推进三个核心目标工作，将减贫作为社会发展的基础性工程，将促进就业作为社会发展的优先目标，将消除歧视和不公正待遇作为实现包容性增长的重要内容。中方支持发挥社发委员会在落实2030年议程社会领域目标中的领导作用，期待将其打造成各国交流经验、发现问题、群策群力的重要平台。
First, the three core goals of social development should be advanced in a balanced manner. As the three core goals of social development, poverty reduction, social integration and full employment have been fully incorporated in the 2030 Agenda. Countries should advance these three core goals in an integrated manner, taking poverty reduction as the basis for social development, employment promotion as the priority goal of social development, and eradication of discrimination and injustice as important elements of inclusive growth. China supports the CSocD in playing a leading role in the implementation of 2030 Agenda goals in the social field, and hopes the CSocD will turn itself into a platform for countries to exchange experience, identify problems and seek solutions.
第二、应尊重各国自主制定落实方案的权利。2030年议程确定了目标和任务，而将“如何实现”留给各国政府决定。各国应从本国国情和发展水平出发，确定本国落实社会领域目标的重点任务和优先事项。国际社会应尊重彼此的发展选择，相互借鉴发展经验，取长补短，互通有无，共同为全球社会发展事业做贡献。
Secondly, the autonomy of countries in formulating their implementation programs should be respected. While the 2030 Agenda has laid down goals and tasks, it has left the implementation to national governments. Countries should base themselves on their national realities and levels of development in setting down their main tasks and priorities in implementing the Agenda goals in the social field. Members of the international community should respect each other's choice of development path, and learn from each other's experience so as to improve their own performance, thus making common effort towards global social development.
第三、应通过改革创新实现可持续的社会发展。国际社会应总结和反思执行《哥本哈根宣言和行动纲领》的经验教训，坚持将社会发展作为经济发展的动力和保障，通过创新型社会政策，提高民众福祉。中方感谢秘书长报告对中国加强社保体系等措施的肯定，呼吁各国通过加强统筹协调、推动体制机制改革、改进资源配置等方式，实现“人人参与、人人尽力、人人享有”社会发展格局。
Thirdly, sustainable social development should be realized through reform and innovation. The international community should sum up and reflect upon the experience and lessons in the implementation of the Copenhagen Declaration and Programme of Action, promote social development as a way to advance and guarantee economic development, and adopt innovative social policies to improve people's livelihood. China appreciates the acknowledgment contained in the Secretary General's report for the measures taken by China to strengthen its social security system, and calls on all countries to strengthen coordination, promote the reform of institutions and mechanisms and improve resource allocation, so as to realize a kind of social development in which all participate, to which all contribute, and from which all benefit.
第四、应加大对发展中国家社会发展事业的支持力度。当前，仍有数亿人生活在极端贫困之中，发展中国家特别是最不发达国家在社会发展方面依然面临较大挑战。大家一起发展才是真发展。国际社会应拿出政治意愿，着力解决南北发展不平衡问题，推动建立合作共赢的全球发展伙伴关系，实现共同发展与繁荣。发达国家应切实履行官方发展援助，继续向发展中国家提供资金技术支持。
Fourthly, support for social development of developing countries should be intensified. Currently, there are still several hundred millions of people living in poverty, and developing countries, the LDCs in particular, still face daunting challenges. Only common development is genuine development. The international community should show political will, make an effort to address the unevenness of development between the North and the South, and promote global development partnerships characterized by win-win cooperation, so as to realize common development and prosperity. Developed countries should effectively honor their ODA commitments and continue to provide financial and technical support to developing countries.

中国政府重视社会发展，将民生作为一切工作的出发点和落脚点，在减贫、就业、卫生、教育等领域取得巨大成就，为全球落实千年发展目标发挥表率作用。为落实2030年议程，中国政府已建立国家层面的跨部委协调机制，正在制定社会发展各相关领域的落实方案，将其有机融入以全面建成小康社会为目标的国家总体发展战略。2015年，中国提出了“创新、协调、绿色、开放、共享”的发展理念，并提出确保到2020年农村贫困人口全部脱贫。今年，中国政府将出台《国民经济和社会发展第十三个五年规划纲要》。我们相信，中国的社会发展进程将随着规划的全面实施不断取得更大进步。
The Chinese government attaches great importance to social development and takes the improvement of people's lives as both the departure point and the objective of all its work. With its tremendous achievement in poverty reduction, employment, health and education, China has played an exemplary role in the global endeavor to attain the MDGs. In order to implement the 2030 Agenda, the Chinese government has set up an inter-agency coordination mechanism at the national level and is in the process of formulating programs of implementation in the various areas related to social development with a view to making them an integral part of China's overall national development strategy for building a moderately prosperous society in all respects. In 2015, China put forward the idea of realizing "innovative, coordinated, green, open and shared" development and set itself the goal of lifting all rural population out of poverty by 2020. This year, my government will put forward an outline of the 13th Five Year Plan on National Economic and Social Development. We are confident that with the comprehensive implementation of the Five Year Plan, China will scale new heights in its endeavor for social development.
作为最大的发展中国家，中国尽最大努力促进世界发展繁荣。去年9月，习近平主席在出席联合国成立70周年系列峰会期间，提出“公平、开放、全面、创新”的新发展观，并宣布帮助发展中国家发展经济、改善民生的一系列举措，包括成立中国-联合国和平与发展基金、成立南南合作援助基金、增加对最不发达国家投资、向发展中国家提供“6个100”项目支持等。中方愿以落实2030年议程为己任，认真落实习近平主席宣布的有关援助举措，向世界提供更多“中国机遇”，推动全球社会发展事业取得更大成绩。
As the largest developing country, China has done its utmost to advance the development and prosperity of the world. Last September, during the summits in commemoration of the 70th anniversary of the United Nations, Chinese President Xi Jinping put forward a new concept of development that pursues "fair, open, comprehensive and innovative" development, and announced a series of initiatives to help other developing countries develop economy and improve people's lives, including launching China-UN Peace and Development Fund and South-South Cooperation Assistance Fund, increasing investment to the LDCs, and supporting the implementation of "six 100" projects in other developing countries. China will take the implementation of the 2030 Agenda as its mission, work energetically to implement the assistance initiatives announced by President Xi Jinping, and provide the world with more "Chinese opportunities" so as to push the global cause of social development to greater success.
